$10/month is unrealistic. However, is your friend buying basic cable
anyway? Depending on the company, and the contract his building might
have, you might be able to get inexpensive dialup that way. For example I
have 21st Century in my condo building (with internet access ... I pay
$10.95/month to rent the cable modem), which works very well. Normally
their cable modem would cost around $45/month extra ... but they may well
have dialup for less than that. Another approach is to check out package
deals with the phone company (AT&T, etc.) ... if s/he is paying for long
distance or cellular service anyway, tacking on a dialup service is often
less expensive than purchasing it separately a la carte.
