[LUNI] telnet

Several points:  first, there is no such file existing on blue; two, neither
of the other two machines have such a file either and they support (serve)
incoming telnet sessions; three, is this file necessary since two machines
which support incoming telnet do not have it; four, if it is necessary, is
there a default copy of it on the system?
