I'll throw my $0.02 in- I can hear a big difference in quality between 128kbps mp3s and 192k, a slight difference between 160 and 192, and a huge difference between MP3s at any quality and VBR oggs. That could just be an indicator that oggenc is a much better encoder than notlame, but whatever the reason, I'm officially converted. 

As far as storage and access goes, I use a PIII/650 with two 80GB drives mirrored with Linux's kernel RAID 1 and a 12x CD-RW for external backup. The box serves its files to the rest of my LAN via samba, and I use GNUMP3D to serve the files vi http. GNUMP3D uses an internal http server plus a web interface to access files. I've been looking at mod_mp3- it looks a lot more flexible than GNUMP3D, and I'd rather just have the one http service running, but unfortunately it requires mod_perl, and I'm using Apache httpd 2.0, which isn't compatible. I can wait, I can wait....
