I wouldn't think it was a good idea to use the noatime option ont he
root filesystem.  The customary setting IME is
"defaults,errors=remount-ro".  Possibly the "defaults" part is
unnecessary when not needed as a placeholder - I've never cared enough
to find out, since things just work this way (besides, every distro I
can recall has set things up this way, more or less).

You might want to review the boot-time messages to see if the reiser fs
code reports anything interesting.
