You might want to check out XXE from XMLMind (http://www.xmlmind.com/). 
  It is a java-based Docbook XML editor that has many features, a 
liberal license and a free download.  There is also an FO converter that 
will do html, pdf and rtf formats.  I've been using it for a while and 
it's working well for me.
