[LUNI] File Permission Problems

I came across this problem recently and there is probably a simple solution 
to it.

I built a new Linux file server running SAMBA that supports a network of 
windows clients.  There is a directory (\public) that is designated to be shared 
by all users connecting with samba with a mapped P: drive.  I created the 
directory and set permissions to 777.  This directory contains two other 
directories (/TLCS and /TLCSAPPS) that contain a bunch of network applications.  
Unfortunately, I only have the capability to copy files our to Windows Workstations.  
When I copy the files and re-copy them back to the new file server, then end 
up as owned by whatever user I use for the transfer.  Other users are then 
unable to use the network applications unless I manually reset the file 
permissions (a tedious process).  The only thing that has so far occurred to be would 
be to copy the files into an archive on the linux system, copy the archive off 
to the Windows system, restore the archive to the new Linux system and open 
the archive to copy the files.  Would this preserve the file permissions?  Can 
you think of anything else?
