It was, I am not certain if it still is.  Originally they would 'rent' you 
their cable modem and if you owned your own then you were not paying rent for 
theirs.  Their site notes 'Equipment fees not included in monthly service 
charge'.  So, this may be the rental.  Again, not sure since I own my modem 
and do not have any charge for a modem on my bill.
