Dunno, exactly.  But at least three-four years ago, the way I heard it
it involved someone physically attaching a measurement device to the
line being checked - and for obvious reasons they wouldn't do that
until they had an install order for the line.  What they did while you
were on the phone I have no idea.  My slightly cynical guess would be
that the first-level person didn't know what to make of the conflicting
data, so the buck was passed to someone higher up - or maybe just
another first-level with a few weeks more experience.  :-(

...and of course you must be careful not to overwrite the bounds of
memory blocks, free a memory block twice, forget to free a memory block,
use a memory block after it's been freed, use memory that you haven't
explicitly allocated, etc.  We C++ programmers have developed tricks
