Yes, it is intended. According to one of the field techs (a guy with whom
I recently spoke and apparently had a clue) they said that people were
NAT'ing their one IP address, so it didn't matter anyways. They'd rather
have the "unknowing" people just directly connect their computers to the
cablemodem without going through the trouble of setting up one of the
Linksys boxes (or worse, a secure Linux firewall) so they could track the
individual computer usage, and "investigate their connected machines as
necessary." I asked him to elaborate on the last comment, he just smiled
and chuckled.
This brings up another interesting point -- back when home.com was around,
there was an address that would pop up from time-to-time. It resolved
to: "AUTHORIZED-SCAN1.home.com" and was something like 24.0.0.100 or some
real low IP address. This particular address scanned one of the firewalls
that I maintain, and did some pretty interesting stuff, including what
appeared to be nmap-style X-mas tree scanning, random port scanning, and
time-delay port scanning (like scanning 10 ports at a time over a period of
72 hours or something like that.) Maybe they're still doing scanning of
customer systems. What really interested me was that the
authorized-scan1.home.com would constantly scan for open port 119
(nntp). When I asked about this (way back when) I was told that home.com
was allowed to do so, and that they wanted to make sure customers weren't
running NNTP servers!
