I've had this problem with my Hawking Technology network print server. If I 
have it powered up before my router it becomes the DHCP server on the 
network. It took me a while to figure out and by default it will not become a 
DHCP server if it detects there's already one on the network.  I did go ahead 
and to disable the DHCP server default settings on that little bugger  and 
assigned it a static IP address on my local subnet.
