Not unless there's something very wrong.

I don't know what's wrong, but your system is *not* working properly. 
I just installed mod-php4 on a Sarge machine that had apache2 (and
other mods) but not mod-php4, and it worked as expected, ie., installed
those files.

Possibly the package database is messed up - I've seen some weird
symptoms when that happened, though never anything like failing to
install part of a package without any complaints.
