If you know there isn't a hand-compiled perl hiding on the system somewhere,
then why not just wack the older stuff?

Yes.

$which perl
/usr/bin/perl

$/usr/bin/perl --version

This is perl, v5.8.6 built for i386-linux-thread-multi

$rpm -q perl
perl-5.8.6-24

I'm running a fairly stock version of Fedora Core 4.
