 I am not working on exchange, nor OWA
I mentioned earlier that I was trying this in 'whatever' client -
basically since I dont know what the end user will be using

"webmail / outlook/ raw SMTP connection / PHP / whatever client"

meaning, I have tried to get this going in, at that point, 4 different
scenarios, one simply by creating a direct SMTP connection..

All I am trying to do - is attach a .ics file manually (add attachment
-> point -> click -> attach) and have the reciepient - whatever they
use - know that it is a text/calendar MIME type.  gmail has that
ability, but manually attaching an ICS file does not trigger it (it is
sent as text/plain) -
