I haven't been following this thread too closely but you may wish to try
this:
1. Check to see if you have a valid IP address for that segment
1.1 from a terminal type /sbin/ip
1.2 in the output screen you should see eth0 and it should have a line
that says something like:
inet 172.16.1.20/24 brd 172.16.1.255 scope global eth0
note: the number are likely different and the line may not be exactly
as stated but it should be there.
If the inet line is not there then your IP is not correctly configured.
2. Test connectivity with local firewall off
Do this only if you are on a relatively trusted network segment!!!
2.1. ping your router from another machine and make sure it works
2.2. ping your router from the trouble machine
2.3. turn off your firewall on your "trouble machine" (how to do this
depends on your distro so google for directions for your distribution)
2.4. ping your router from the trouble machine
If you can ping in 1.4 but not in 1.2 then your firewall rules are the
problem.
2.5 turn on your firewall on your "trouble machine"
I hope one of these helps you identify where the problem is. IF you
post your results I may be able to help further.
