The Open Office suite that comes included with many distros lets you export the documents, spreadsheet, etc to PDFs.

You can edit it in gimp. Makes sense if it's just a graphic anyway. 

You could make a PDF with fillable fields in Scribus by using the pdf as
a background image.

Finally I think there was a windowmaker app that was supposed to be able
to edit postscript, and maybe pdf. I don't recall the name. But it
wouldn't really add much to anything at this point since your document
is really a series of images encapsulated in a pdf document, not a
vector graphic.
