[LUNI] Disable IPv6 on Ubuntu

hey,

took me a while to track this down, since the uic lug wiki's gone to
hell.. stupid spammers.

you can disregard most of instructions since they're specific to UIC's
wireless system, but one of the hacks we used to use for Ubuntu was to
disable the ip6.
