Perl is a programming language... and yes you need to know it to use it.

API stands for application programming interface... essentially lets
you use ImageMagick using perl in this case.

As far as GUIing it.  The raw power of Linux is mainly in command
line, scripting, and programming (yes.. i know i'm over simplifying
exponentially, but just trying to make the point that most of the
power of linux is behind the pretty gui).  You'll want to learn cli
tools at some point.
