There is an easy way.  If you use the graphical user/group admin tool in
Ubuntu to create users, it allows you to specify the level of cotrol the
user has and what they have access to.  There is probably a
non-graphical way that I should get to know...  There is a HOWTO:

Although note that the 'User Pemissions" tab they refer to is probably
the 'Advanced' tab.
