[LUNI] Computer Donations

I believe the "rules" for my city stated something like "a limit of 2 
computers/tv sets per month" I don't know if that means they feel that 
amount won't pollute the landfill, OR if that means they will take and 
recycle that much per household. On a similar vein, I know some towns 
will take batteries (e.g. C and D cells) if bagged and left next to the 
recycle bin.
