[LUNI] LUNI wiki main page in Chinese

Why don't we setup protected namespaces? It's a new feature in MediaWiki
1.10 and above. We're doing it at work. I'd be happy to be of
assistance. Hell, I could even setup LDAP auth for it if there is any
interest. :-D
