I don't think so.  However, there are other ways to do it.

I have a site created with Drupal 5.x.  I grabbed the MySQL backup files 
and my Drupal files from the web hosting company, created a blank MySQL 
db on my desktop (same userid/passwd) installed the Drupal files in 
Apache doc root and got a local version of my site.  This could be done 
to move your site to a new web hosting co.
