Regardless of the move, I would backup everything into a tar.gz file. 
You just never know how badly you will want a full backup until you run 
into a problem and don't have it. I always create a full backup of my 
database (if you are using Drupal or Wordpress or something you would 
need to do that) and a full backup of my web files before I make any 
changes or moves. Trust me. You want the backups. I also backup 
everything at least monthly and sometimes more often on my personal 
sites. For business sites, a nightly backup is key.

Most hosting companies have easy ways to create tar.gz files of your 
website files and databases so it should not be difficult.

Once you have a tar.gz file your new host can usually untar it using 
their web admin software. The fastest way to upload is to compress it 
with the tar.gz backup and upload to the new site. Trying to do 
individual files will take much longer.
