Off the top, installing build-essentials (and all its dependecies) will
probably get you to your hypothetical goal.

But if you were hypothetically looking for conveniently prebuilt
packages for things that Ubuntu/Canonical don't have on hand, you
might, just to see what's what, have a look at www.medibuntu.org.  Not
that I like acroread 8's great leap backwards to window-per-document,
but until I get annoyed enough to rebuild 7 again, it's at least
usable.  Sorry, no, evince is still worse than either - just incredibly
awkward.  but I digress...
