As others have mentioned, the various linux part tools can do a fine  
job.
If you MUST use a commercial product, I can vouch for Acronis.  Can  
run your partition resize/move/copy/shrink/backup via standalone CD  
boot, or via an installable pre-boot environment. I've installed it on  
a system I made for a "at risk" (of honking their system) user and  
used it as an emergency partition backup/restore tool.  Worked like a  
charm.

Note that it is not free as in either speech or beer. :)
